PAIU Graduate Takes Leading Role in Ghana’s Tax Administration

One such graduate is Dr. Dominic Naab, who currently serves as Acting Deputy Commissioner for Strategy and Research and Head of VAT Administration at the Ghana Revenue Authority (GRA). His recent appearance on the inaugural edition of the GRA Connect Radio Show on Joy FM’s Super Morning Show highlighted both his professional expertise and his commitment to strengthening Ghana’s revenue administration system.
During the interview, Dr. Naab discussed the Ghana Revenue Authority’s ongoing efforts to expand tax compliance within the informal sector through the implementation of a modified taxation scheme. He explained that the initiative is designed to ensure that individuals and small-scale business operators whose turnover falls below the standard VAT registration threshold can still contribute fairly to national development.
“The modified taxation basically are persons whose turnover are so small that we still would want them to actually contribute,” Dr. Naab explained, emphasizing the importance of creating an inclusive and equitable tax system.
Dr. Naab also provided valuable insights into the history of the Ghana Revenue Authority. Established in 2009 under Act 791 of Parliament, the GRA unified three previously separate revenue collection agencies—the Internal Revenue Service, the VAT Service, and the Customs and Excise Preventive Service. According to Dr. Naab, this consolidation helped eliminate duplication of services and foster greater collaboration across the country’s revenue administration framework.
His leadership on such critical national issues reflects the high level of expertise and public service commitment demonstrated by PAIU graduates.
